These works threaten the integrity of the planning system and create safety concerns. This article investigates why these works are increasing, particularly regarding unauthorised dwellings. Five key enablers are settled upon: the complexity of the planning system, private certification, Building Information Certificates, machinery of government, and the role of the courts.
