The Rise and Rise of Unauthorised Building Works in New South Wales: A Brief and Broad Investigation – Willem van Wyk and Harry Hughes
Unauthorised building works are on the rise in New South Wales yet the issue is receiving little attention. These works threaten the integrity of the planning system and create safety concerns. This article investigates why these works are increasing, particularly regarding unauthorised dwellings. Five key enablers are settled upon: the complexity of the planning system, private certification, Building Information Certificates, machinery of government, and the role of the courts. The motivations for unauthorised works, which often sit behind these enablers, will also be discussed.
